      The main goal of the National Environmental Protection "Twelfth Five-Year Plan" (hereinafter referred to as the "Plan") is to significantly reduce the total discharge of major pollutants by 2015; urban and rural drinking water sources Environmental safety is effectively guaranteed, and water quality is greatly improved; heavy metal pollution is effectively controlled, and pollution prevention and control such as persistent organic pollutants, hazardous chemicals, and hazardous waste have achieved significant results; urban environmental infrastructure construction and operation levels have been improved; ecological environment deterioration has been improved Reversal; nuclear and radiation safety supervision capabilities have been significantly enhanced, and the level of nuclear and radiation safety has been further improved; environmental supervision systems have been improved.
The "Plan" proposes to promote the reduction of major pollutants through three major measures:
      First, intensify structural adjustments. Speed ​​up the elimination of outdated production capacity. Strictly implement the "Guiding Catalog for Industrial Structure Adjustment" and "Guiding Catalog for Eliminating Outdated Production Process Equipment and Products in Some Industrial Industries." Increase efforts to eliminate backward production capacity in industries such as steel, nonferrous metals, building materials, chemicals, electric power, coal, papermaking, printing and dyeing, and leather making. Vigorously promote cleaner production and develop circular economy. Raise pollutant discharge standards and clean production evaluation indicators for industries such as papermaking, printing and dyeing, chemical industry, metallurgy, building materials, non-ferrous metals, and tannery, and encourage localities to formulate stricter pollutant discharge standards. Fully implement the pollutant discharge permit system. Promote clean production demonstrations in agriculture, industry, construction, and business services. Deepen the circular economy demonstration pilot, accelerate the industrialization of resource recycling, promote the development of circular economy in production, circulation, and consumption, and build a resource recycling system that covers the entire society.
      The second is to focus on reducing chemical oxygen demand and ammonia nitrogen emissions. Intensify efforts to reduce water pollutants in key areas and industries. Implement total nitrogen or total phosphorus emission control in eutrophication lakes and reservoirs and coastal areas prone to red tides such as the East China Sea and the Bohai Sea. Implement total discharge control of key heavy metal pollutants in key areas for the comprehensive prevention and control of heavy metal pollution. Promote the control of total chemical oxygen demand and ammonia nitrogen emissions in the papermaking, printing and dyeing and chemical industries, and the reduction ratio will not be less than 10% compared with 2010. Strictly control new projects that simply expand production capacity in the Yangtze River Delta, Pearl River Delta and other regions such as papermaking, printing and dyeing, tanning, pesticides, and nitrogen fertilizers. It is forbidden to build non-ferrous metals, papermaking, printing and dyeing, chemical, tanning and other projects at the source of rivers in key river basins.
      The third is to increase the reduction of sulfur dioxide and nitrogen oxides. Continue to promote pollution reduction in the power industry and accelerate the pace of desulfurization and denitrification in other industries. Carry out the control of nitrogen oxides in motor vehicles and ships. Implement the management of environmental protection signs for motor vehicles. Accelerate the elimination of old cars, locomotives, and ships. By 2015, the "yellow label vehicles" registered and operated before 2005 will be basically eliminated.
      The "Plan" clarifies that in order to implement the environmental protection goals and tasks of the "Twelfth Five-Year Plan", various environmental protection projects must be actively implemented (the whole society’s environmental protection investment demand is about 3.4 trillion yuan ), of which, priority will be given to the implementation of 8 key environmental protection projects, a batch of basic environmental surveys and pilot demonstrations, and the investment demand is about 1.5 trillion yuan. It is necessary to make full use of market mechanisms to form a diversified investment pattern to ensure that project investment is in place. Project investment is mainly based on enterprises and local people's governments at various levels, and the central government provides support in different situations. It is necessary to carry out performance evaluation of engineering projects on a regular basis to improve investment efficiency.
      The "Planning" clarifies that the local people's government is the main body responsible for the implementation of the plan, and the planning objectives, tasks, measures and key projects must be incorporated into the overall national economic and social development plan of the region, and the plan shall be implemented The situation is an important part of the comprehensive assessment and evaluation of local government leaders. All relevant departments of the State Council should perform their respective responsibilities, cooperate closely, improve systems and mechanisms, increase capital investment, and promote the implementation of the plan. At the end of 2013 and 2015, a mid-term evaluation and a final evaluation of the implementation of the plan shall be conducted respectively. The evaluation and evaluation results shall be reported to the State Council and announced to the public as an important part of the evaluation of the performance of local people's governments.
